Is there any way to display value returned from a measure as HTML format.
The current HTML visual just support column.

There actually is a visual that can deal with HTML in measures. It's called HTML Text Styler and you can get it from the AppSource: https://appsource.microsoft.com/en-us/product/power-bi-visuals/wa200002071?tab=overview
This basic functionality should be included with Power BI default visuals. I can't believe it's been left out of the fundamental development process. Does Power BI think report users don't need help about visuals? And tooltips don't work.

There is no Power BI HTML visual that I see. So this isn't correct.
