The current HTML visual just support column.

Based on my research, it seems there's no better way to get it. It's a custom visual, you can post comments below the blog in this page, and get professional support.

There actually is a visual that can deal with HTML in measures. It's called HTML Text Styler and you can get it from the AppSource: https://appsource.microsoft.com/en-us/product/power-bi-visuals/wa200002071?tab=overview
This basic functionality should be included with Power BI default visuals. I can't believe it's been left out of the fundamental development process. Does Power BI think report users don't need help about visuals? And tooltips don't work.

There is no Power BI HTML visual that I see. So this isn't correct.
