Extract census tracts

Is there a way to extract census tracts within driving distances or display demographic indicators for a historical period? I am trying to compare the 2016 demographic indicators to that of 2006 to see how an area has changed.

If I use the Esri Map feature for infographics for an area defined as 15 minute drive from point A, PowerBI will show the infographics for 2016. I would would like to compare those inforgraphics to those for 2006 for the same defined area. I was looking to see if I could extract/export the census tracts for the defined area.

For example, if the median age for 15 minutes surrounding point A is 37 for 2016, I would like to know the median age for the same area in 2006.
