Is it possible to set a report to refresh upon being opened?

@Jayfemi,

It is not possible to set report to refresh upon being opened in Power BI Desktop.

However, if you dataset is configured for a live or DirectQuery connection, you can publish the PBIX file to Power BI Service, datasets are refreshed approximately each hour or when interaction with the data occurs.
