matrix and tooltip

Im using a matrix visual and need a tool tip to show up when you hover over the "title" field in rows vs. it showing up under the values.  The Tool tip is basically a description of the Project.  It comes up but as you see on screen shot below on right, it will show up when hovering over the scores, but not the title.  Any suggestions?

I'm afraid that customizing the tooltip for row headers in a matrix is not available currently. Here are some relevant ideas you may vote for to help improve Power BI.

As an alternative option, you can use Visual header tooltip to add descriptions to a visual. See reference:

You can get this by Format -> Visual header -> Turn on Visual header tooltip icon -> Visual header tooltip. The usage of it is similar to tooltip report page on values.
