matrix and tooltip

I'm afraid that customizing the tooltip for row headers in a matrix is not available currently. Here are some relevant ideas you may vote for to help improve Power BI.

As an alternative option, you can use Visual header tooltip to add descriptions to a visual. See reference: 

https://docs.microsoft.com/en-us/power-bi/guidance/report-page-tooltips#add-help

You can get this by Format -> Visual header -> Turn on Visual header tooltip icon -> Visual header tooltip. The usage of it is similar to tooltip report page on values.
