invitation code invalid

when i was publishing the reports via apps to the external users i am seeing the error  inviation code invalid in the user email .

can you please let me know how to fix it ?.

do i need to first invite to azure guest user and then publish to him?

Could you have added your external user as guest user in AAD? If not, you may need to check and refer to below link:
