I want to view the usage of a certain report. It has been 2 months since I last viewed the corresponding 'Usage Metrics Report' report. So, the 'Usage Metrics Report' semantic model refresh was disabled. How can I resume the refresh of the 'Usage Metrics Report' semantic model? As far as I know, all I have to do is simply view the 'Usage Metrics Report' report, which should trigger the refresh, but that didn't work. I also waited 24 hours, but still nothing. If it matters, my tenant is in Azure Gov.

Thank you for your reply, please try a few more of the following actions, I hope this helps.
1. Verify that the feature has not been disabled by the administrator.
2. If the semantic model of the report itself cannot be refreshed, the usage metrics report will not show the latest data even if the semantic model of the usage metrics report is refreshed successfully.
Locate the workspace of the report you used to generate the usage metrics report, select the semantic model for that report, and make sure it refreshes properly to get the latest data. This may require you to reconfigure the gateway and credentials. Please refer to this link: Add or remove a gateway data source - Power BI | Microsoft Learn
3. If both the semantic model of the report itself and the semantic model of the usage metrics report can be refreshed successfully. Then try deleting the current usage metrics report and recreating a new one. When you first launch the usage metrics report, Power BI automatically creates a Usage Metrics Report semantic model. The usage metrics report relies on that semantic model. Power BI then refreshes this semantic model daily.
You can resume the refresh by updating the credentials.
1. Go to the workspace of your usage metrics report, click on the “Settings” button in the upper right corner and select “Power BI settings”.
2. Under “Semantic models” section, select your usage metrics report semantic model. Then expand option “Data source credentials” and select “Edit credentials”.

I performed those steps, but, even after waiting an additional 24 hours, the refresh still hasn't resumed.

Thank you. I looked into (2), and the relevant semantic model can refresh. So, it's not due to (2). I will have my Power BI tenant admin look into (1) and (3). That may take a few days, especially since we're on Azure GCC (i.e., the 'Try It' button for deleting the Usage Metrics Report semantic model is not available). I will respond once my tenant admin has time to look into it.
Deleting the Usage Metrics Report semantic model via the API resolved the issue.
