you could split pages in multiple reports and the report will be your "page grouper".
moreover, the best practices want you to publish the report in a Power BI App and there you can create "folders of reports": Publish an app in Power BI - Power BI | Microsoft Learn
in other words: reports group pages and folders of the app group reports
