external sharing - RLS - users with and without licence

Hi, I created an app and gave external users access to report. RLS is working fine for external users that don't have power bi. The problem is that users with licene can't view the report. It shows an error  - you don't have right to view the report. I added all of exteral users to AAD. To RLS work I use a measure and I assume that this can be the problem.

After setting up RLS in your model, each user which is not part of an RLS group won't be able to see the data.

If they can't open the report, the issue is on the sharing of the report with the users.
If they can open the report, but all the visuals don't show values, the issue is lacking inclusing in an RLS group.
