If you only use Power BI Desktop you don't need the Power BI gateway. But you need to install driver software (oracle client) to make a connection: https://docs.microsoft.com/en-us/power-bi/desktop-connect-oracle-database
If you use Power BI Service you need the Power BI gateway to refresh. Then you must have a server and install all the software (gateway and oracle client): https://docs.microsoft.com/en-us/power-bi/service-gateway-onprem-manage-oracle

@Knud is quite right. Since the Oracle data source isn't from MS, I'm afraid the infrastructure is necessary. (The Oracle client can't be included in the Power BI directly.)
