can a report be published with the ability for the user to drag his own columns?

Hi.   I dont believe I've seen this but just like I can drag columns in the desktop to the report surface's grid or matrix, can that dragging capability be maintained even after a report is published to the service?    ie i wonder if the user can do the same (drag his choices) in the service on the report if it is published perhaps in a way i'm unaware of.

@Greg_Decklerthx Greg.  Let me know if i'm piling on but that sounds a bit dangerous and probably requires additional permissions.  Would they be editing their own version of the report or everybody's.  maybe they'd be editing in their own workspace only so as to keep it manageable?  which then begs the question "why not stop at the desktop and forget about publishing?".
