If you want to connect to excel file from MS Teams with Power BI Desktop,please refer to this official documnet to get the url of excel and try "web connector".

You need to remove ?web=1 string at the end of the link as mentioned in the article.
If you want to connect to folder from MS Teams, please try "sharepoint connector".

From PowerBI Desktop select Get Data from Folder or Excel.
If there is only one Excel file you can get the data from Excel, if there is one or more files in the folder you can get the data from the folder. Then transform the data in PowerQuery editor.
You can then refresh manually from the PowerBI desktop or publish the report to the service and configure a scheduled refresh in the service.
