Hello,
I've been looking at lot around the problem but I couldn't find the solution to my problem.
I created a premium workspace in my free trial as a PPU, so that I could share my reports to other people in my company as pdf with subscription. Not a lot, just a few, so I didn't asked for a group email.
So now, when go to my report, and want to add them in the suscribtion, it tells me:
You cannot subscribe free users or groups from a Non Premium workspace
So by reading this article:
I should be able to add people to a subscription.
Note: my coworkers don't have Power BI, neither free nor pro version.

When you subscribe other people, they must have Power BI Pro license, or the report is hosted in a Premium capacity. It's not supported for Premium Per User capacity. You can find below requirement in the same article you are refering to.
For the point you are highlighting, its focus is on whether these email addresses are in the same domain or other domains. If a report is not hosted in a Premium capacity, you cannot subscribe others who are not in the same domain with yours.
You can ask your coworker to start a Pro or PPU free trial too, and test the subsribe feature. Then they will receive the subscription emails.

The Premium Per User allows you to have the capaibility and most of the permissions of a Premium site. HOWEVER, it does NOT allow you to share to non-Pro or non-Premium people. You have to share with folks that have Pro or their own Premium Per User license.

However, i am not sharing a report with a non premium or pro user. I uploaded a report on a workspace with premium capacity and I want to suscribe my coworkers to it.
According to this site I should be able to create a subscription for other people:

I also found this resolution to a problem like this for somebody else, and this might be your issues as well:
The users I was not able to subscribe had never logged into Power Bi service before, so after they logged in, I was able to subscribe them.

I asked my coworker to login to PowerBI. It didn't work.
No it's a report I created in PowerBI Desktop and uploaded to the premium capacity workspace.
