Would you please suggest me what is the best practices for Power BI reports.
Do you need to have two workspaces one for Development and one for Production?
What is the best practice with Power BI Report deployment.

That is such a big topic all on its own. Generally it is best practise to have a dev work space and a prod workspace. In terms of deployment there are several methods. Dev ops / tabular editor / normal publishing to service. It really depends on your circumstances and what your setup is, what is available to you.
