The 'publish to web (public) is missing from my Power BI Service at work. Any ideas as to why this could be?
On my personal PC I have a trial version of Power BI Service and this is what I see:
The 'publish to web(public)' is clearly visible.

I'm not exactly sure what you mean by "On my personal PC I have a trial version of Power BI Service".
There is only one Power BI Service.
I assume that you use 2 different accounts for the login to the Power BI Service.
My assumption if you are using your work account you are missing the "Publish to web" feature.
Maybe your Power Bi Service Administrator has disabled this feature.
Ask your administrator if he/she can enable it, but please be aware that there are many concerns in regards to security and data privacy. As "Publish to web" creates a link that can be used by anyone with the link even if the person is outside of your organization, see the following article for more information: Publish to web from Power BI - Power BI | Microsoft Docs

Thank you for your reply. Yes you are correct. I should have been clearer. What I meant by "On my personal PC is that I have a trial version of Power BI Service". I have two Power BI accounts. One of them is an account provided to me by my organisation (a premium per user) license. The other one is my own account I created on a trial basis (I have not purchased any plan yet).
I will ask the Admin if they could enable the The 'publish to web(public)' feature for me.
So far I used the code generated from the 'Website or portal' option. I'd copy and paste the code and embed it into a local sharepoint site at work but unfortunatley it wouldnt be visible to users unless I grant them access. I even tried embeding the code onto a public site but it still didn't work. I guess the two options have the following differences and please correct me if you disagree.
Website or portal- The code that this generates is only visible to people who have a power BI account and they must be granted access irrespective of whether or not it is posted on a public website, intranet or a local sharepoint site.
Publish to web (public)- The code that this generates can be viewed by anyone. It is posted on public websites. Can it work on intranets or on a local sharepoint site?.

Public web
When you use Publish to public web, anyone on the Internet can view your published report or visual. Viewing requires no authentication. It includes viewing detail-level data that your reports aggregate.
Embed a report in a secure portal or website
With the Embed option for Power BI reports, you can easily and securely embed reports in internal web portals. These portals can be cloud-based or hosted on-premises, such as SharePoint 2019.
Whether a user opens a report URL directly, or one embedded in a web portal, report access requires authentication.
After the user has signed in, the report opens, showing the data and allowing page navigation and filter setting. Only users who have view permission can see the report in Power BI. All row-level security (RLS) rules are also applied. Lastly, the user needs to be correctly licensed – either they need a Power BI Pro or Premium Per User (PPU) license, or the report must be in a workspace that is in a Power BI Premium capacity. The user needs to sign in each time they open a new browser window. However, once signed in, other reports load automatically.

It seems that you want to embed your report in SharePoint Online. You could use this feature Embed with report in SharePoint Online under File in Power BI Service.
