What is the minimum capacity needed for embedding report to users without PBI license

I want to embed report in custom application where it will be accessed by external users that do not have any PBI license (pro or free).

I am reading documentation about setting environment for this use case and...:

1) From this link https://docs.microsoft.com/en-us/power-bi/admin/service-admin-premium-purchase I found that "With A SKUs, all users who consume content also require Pro licenses", so I cannot use A SKU in my case

2) https://docs.microsoft.com/en-us/power-bi/developer/embedded/embed-sample-for-customers#move-to-prod... There I found that I need dedicated capacity, and https://docs.microsoft.com/en-us/power-bi/admin/service-premium-what-is there I found that "EM1, EM2, A1, and A2 SKUs with less than four v-cores do not run on dedicated infrastructure." so I cannot use EM1/EM2 neither.

So I concluded that I need at least EM3 capacity to be able to provide access to users without license to my report. Is this correct?

And also, can you give me example of use case where are EM1/EM2 applicable?

Hi @v-janeyg-msft , I want to allow users without license access to PBI report that is embedded in custom application, they do not need access to PBI service. According to Power BI whitepaper "Planning a Power BI Enterprise Deployment", page 54, you can use PBI Embedded when "Content consumers do not have a Power BI license, and all user authentication will be handled by the application." So it seems that it is possible to solve my problem with EM3 sku, but I am not sure about EM1/EM2 sku, if they do not have dedicated capacity, why they even exists, what is use case for them?

If you want to allow users without license access to PBI report that is embedded in custom application,Using EM sku seems unable to do. You have to buy P1 sku at least.

It’s my pleasure to answer for you.

  • A Power BI Pro license is needed for publishing content to a Power BI app workspace.
  • Only the P SKU allows free Power BI users to consume Power BI apps and shared content, in Power BI service.

So, I think you may need to at least one Pro license and P1 SKU to meet your requirement.
