Visual loading in the personal workspace but not in the DEV workspace.

Couple of visual in the DEV workspace is failed load since the "visual exceeded available resources" but the same visual when it has been published to personal workspace it is loading the visual without any issue.

 

Why this is happening? What can be done to resolve this issue?
