I was going through the link “Terms of Use” at the bottom of the page https://powerbi.microsoft.com/en-us/pricing/ and as per “terms of use” (https://www.microsoft.com/en-us/legal/intellectualproperty/copyright/default.aspx# ) point on “Personal and Non-Commercial Use Limitation”
“Unless otherwise specified, the Services are for your personal and non-commercial use. You may not modify, copy, distribute, transmit, display, perform, reproduce, publish, license, create derivative works from, transfer, or sell any information, software, products or services obtained from the Services.”
My question is.
1. Does this restrict me to integrate Power BI in my application and sell commercially the whole package - my solution + power BI ( integrated or embedded ).
2. If allowed does the end user need to buy Power BI licence.

You should probably look at Power BI Embedded and its Terms of Use as I believe that is the intended vehicle for building in Power BI into other applications that are sold to third parties:
