I set up a Scorecard and goals for users in a team of my org.
They can view the scorecard and goal, however when they click the icon to "open the report this value is connected to" it pops an error message asking for them to request access to get permission to view the report.
The linked report is in an app they already have access to. I published the scorecard within the same app. I tried granting them individual access to the scorecard semantic model also, and still it prompts the user to request access.
Where do these requests even go? I could not see any requests added to the workspace.

Thanks for the update and follow-up question.
The behaviour you are seeing with the unfiltered report is expected by default, Power BI does not retain the specific filters or page view across users when clicking through from a goal, unless the link is explicitly defined.
To make sure all users see the same filtered report and page, here's what you can do: Open the report yourself. Apply the filters and navigate to the specific page you want users to land on. Copy the full URL from the browser address bar (it will include the page name and filter info). Go back to your scorecard, edit the goal, and under “Connect to a report”, select “Custom URL”. Paste the filtered URL here.
Now, when any user clicks on the goal, they will be taken to the exact view you intended. Here’s a Microsoft doc that explains how to build filtered URLs, just in case you’d like to tweak them: Share a filtered Power BI report

Even though the users can view the scorecard and have access to the app, the error you're seeing usually happens because Power BI requires users to have direct access to the report itself not just access through the app.
When someone clicks “Open report this value is connected to” from a goal, Power BI bypasses the app and checks whether the user has permission to the underlying report in the workspace. If they do not, they will see the “Request Access” prompt.
This should allow users to open the linked report directly from the scorecard goal without hitting a permission wall. You have already granted access to the semantic model, which is great that part is covered.
About the "Request Access" Prompt: These requests are sent to the owner of the report (via email), not to the workspace itself. They will not show up inside the Power BI UI. If you’re the report owner, you might find the requests in your inbox or spam folder.

Thanks, this did work to get them access to the report. However it takes them to an unfiltered version of the report itself in it's default view, and not the filtered version to the specific report page that the goal is connected to. When I click the clickthrough, I see the filtered version.
