We've recently shared several reports to groups of users, but some of them can't access them; they get an 'authorisation is required' message.
Our situation:
- Workspace with Premium licence
- Our organisation's AD replicated to AAD; users can be granted access by typing their name or email address
- Users are granted Read and Reshare permissions on both the datasets and reports
- All users are granted access following the same steps
- We share the reports by providing them with the link (either by mail or stored on an internal blog)

We've indeed solved the issue. Apparently we didn't share the report with everyone, we only gave them permissions. This wasn't as obvious as it seems, because you don't see any changes in the user interface. (When you give permissions to the dataset, and then share a report, permissions are automatically given to the report as well. However, when you give permissions to both the dataset and the report, without sharing the report, people actually can't access it, even though visually, i.e. in the UI, all settings are the same.)
Perhaps a point of improvement 🙂

Is the Row-level security applied in your reports? if the members are not in the roles, then they cannot see the report although they have been granted Read and Reshare permissions.
One more thing, did you share the dashboard / report to the users directly or add the users to the workspace as members ? Could they find the reports you shared in the “Shared with me” pane? If yes, try to open the reports here. Also please clean the cookie of their browsers and try to open the link you shared again.
In addition, what is the license of these users that cannot see the content you shared.

I have the same issue and even mine is worse. I'm the creator of the report and sometimes it asks me for permission. When I just click on request access and refresh the share point page, I can see the report immediately. The same happens for my team members. But, that's annoying as I need to do this every now and then. We have the same settings Do you have any solutions?

Thanks for your reply.
Row-Level Security isn't applied.
We share the report to the users directly. They also couldn't find the reports in the "Shared with me" pane.
I will try cleaning the cookies.
They do not have Pro licences, as we distribute the reports with a Workspace with a Premium licence.
