Hello,
I have a pro user license. I talked with IT department to upgrade my Power BI Pro user to permium per user.
They purchased a new PowerBI permium per user. In fact we are paying for two licenses.
I have some workspaces with Pro and one workspace with Permium.
When they tried to remove pro user it does not let them to do that.
Is it because there are worksapces with my user?
Please advise on how I can pay for just permium per user.

Can you confirm that they are making the licensing changes in the Office 365 Admin Centre?

I can confirm that having just a Power BI Premium Per User account will work in both Pro and PPU App Workspaces. I have had my IT Team remove my Power BI Pro license without any issues.
Just confirm if they maybe kepts the Power BI Pro license and then use the Power BI Premium Per User Add-On. The Add-On means that it adds on the extra $10 for PPU while keeping the existing $10 for the Pro license.

Yeah if that is the case, they should be able to remove the Power BI Pro user, chat to your office 365 admin?
They are not able to remove it. I have some workspaces that they have reports and shared with others. Do you think because of this reason they are not able to remove pro user?

yes. They have O365 plan is the "Business Premium".
