Unable to create a workspace in Power bi service

I am using pro account for power bi service.I try to create a workspace from that account..After try to create getting this error...

And also try to create an app with this...But an option for create an app is not in that...I don't know why it is not possible with this account?Plse help?

Hi. Those options were removed by your Power Bi Administrator. The permission to create workspaces or Power Bi Apps can be changed in the "Admin Portal" menu under settings.

If you know the Power Bi administrator ask for it. If you have the permission go and take a look on the options under "Tenant Settings".
