We are getting close to moving 250 Pro users to a P1 Premium Capacity. We have a few questions:
1) how many workspaces can be assigned to a P1
2) how many datasets can live in each workspace / p1
(I am familiar with the size limitations of each dataset, but not how many datasets)
3) we have one data gateway on a dedicated server, and one additional data gateway node on a local PC. At what point does the Data Gateway become a bottleneck for the system.
Any information is greatly appreciated.

1# Power BI Premium is a capacity-based license. As long as the capacity is sufficient, there is no limit to the number.

For your questions it all depends on a certain amount of factors.
If you are using Power Premium Gen2 you can host more models because the memory refreshes do not count against your memory allocation.
This means that you can host more datasets in premium capacity.
As far as I am aware you can have as many App Workspaces as you want, but at some point you will run into memory issues due to the amount of App Workspace datasets consuming memory.
For the Gateway's this is something that you will have to monitor to ensure that they are performing as expected.
If you are using imported datasets, and the refreshes start failing this could indicate potential gateway issues, but it would depend on the errors coming through.
