Is there a way to create translations for Power BI workspace metadata like the workspace name, report name, report description, etc.? I know metadata within a report or dataset can get translations, but can it be done on the workspace so that if a user goes to the workspace they would see a different workspace name and report names based on their locale?

To my knowledge that is not possible and the names of the workspaces, reports and so are unique and don't have any metadata attach to it.

No, Microsoft Power BI does not support translating workspace-level metadata based on user locale.
Translations are only supported at the report and semantic model level (tables, columns, measures). Workspace-level items such as workspace names, report names (in workspaces/apps), dataset names, and descriptions cannot be localized.
Workaround: If different languages are needed, you’ll need separate apps or workspaces per language.

The workspace name, report names, and descriptions stored in the Service are single-value strings with no locale-aware translation layer, every user sees the same name regardless of their browser or Power BI language setting.
