The user I shared my semantic with doesn't see the "Update" section in their menu

I shared a report and semantic model with another user (PowerBI Pro license user) in PowerBI, but when the shared user views the semantic model from the PowerBI service, the "Refresh" section and "Refresh Now" button are not displayed in the menu. Because of this, the shared user cannot update the data by "Refresh Now".
The semantic model is an import model, and the sharing permissions include "Read", "Build", and "Reshare".

How is the new workspace you created set up?  Is it a pro space a PPU space (assuming it is not assigned to a capacity given your issue)?

 

How to Check Your Workspace's Licensing Mode

Go to: Workspace > Settings > Premium > License Mode

You’ll see:

  • None (Pro workspace)
  • Premium per user (PPU)
  • Premium capacity (P1/P2/etc.)

 

If you have it set up as a PPU switch it back to Pro.

I was using My Workspace.
I created a new workspace to test it, but a license error occurred when viewing a report as a shared user. The shared user has a PowerBI Pro license, but a sub-screen is displayed requesting an upgrade to PowerBI Premium Per User.
Do I need a PowerBI Premium Per User license?

How is the new workspace you created set up?  Is it a pro space a PPU space (assuming it is not assigned to a capacity given your issue)?

@KMatsuoka The "Refresh Now" button is unavailable because only workspace Admins or Members can refresh datasets. Add the user as a Contributor or higher role in the workspace to enable this. Alternatively, configure a Scheduled Refresh for the dataset. Ensure the user has access to the dataset and the required Data Source Credentials are properly set up.
