I'm a little dumbfounded. Am I wrong to think that sharing of reports/dashboards has been made more complicated?

I have a Pro account now, but still it seems that's not enoough. I need to share with another person not in our company. What are my options?

I'm thinking of other avenues also, like exporting and sharing a static file. Looking into using Flow for something like that now.

For normal, if you want to share a private report to others, you and others both need the Pro license.
If you have purchased Premium and add your content to Premium, then when you share the content, the receiver could be a free user.

Another way, you could publish report to web, then anyone could access it.
But When you use Publish to web, the report or visual you publish can be viewed by anyone on the Internet. There is no authentication used when viewing these reports. Only use Publish to web with reports and data that the anyone on the Internet (unauthenticated members of the public) should be able to see. This includes detail level data that is aggregated in your reports. Before publishing this report, ensure you have the right to share the data and visualizations publicly. Do not publish confidential or proprietary information. If in doubt, check your organization's policies before publishing.

I just wanted to clarify on this topic...

We are about to rollout PBI to our organization. We have built a tabular model to share as a dataset and build some base dashboards and reports from it. We also want our end users to self service and be able to do their own report building and slicing and dicing shared reports as well. Do we need the end users to have pro licenses even if they aren't publishing anything, or can they still open shared resources with a free license?

We have license office 365 E3, we want to view the reports of Power BI (only content not for edit) publish in Sharepoint. It's possible with that license office 365?
