PowerBI Excel Publisher

When I search information about PoweBI Excel Publisher, I find the following documentation:

When I click on the link to download and install the publisher, I get redirected to PowerBI Analyze in Excel.

Is PowerBI Analyze in Excel replacing the PowerBI Excel Publisher? Is there a way to connect to PowerBI datasets the same way the teh PowerBI Excel Publisher does?
