Sharing issues

Hi guys

I am trying to share my report in PowerBI. Both me and the one I want to share it with have pro licenses. I nevertheless get the following error when I try to share it:

If you are sharing with people outside of your company. Please scroll down to read the detail:

And make sure you have enabled the function of sharing with externals.

when did this error show up?

Which data source the reports have?

Is the person add to the workspace where the report stored?
