Hi all,
I will be advising my client on a Power BI setup and the high level requirements are:
- There will be more than 3k external users
- Every external user should only see their own data (I guess I need RLS here)
- External users want to edit the dashboard (I am not sure if Power BI publish to web or embed options would be possible due to this requirement)
- It is not possible to use Active Directory for user management
Does anybody work with a similar case?

Hi. It looks like you have to talk again with him.
The first thing that will make them think again is that every user that "modifies or edit" reports has to be Pro license. That means one of the companies must pay for it. I don't think you can demand an external user to pay their own Pro User. Power Bi Premium is a good idea for more than 1k users, but that idea is to share free users that will have read acces only.
Besides that, sounds like the best approach must be Power Bi Embed. Power Bi Embed is capacity. Turning that option allows you to build an entire App to control your custom login, RLS and sharing stuff. I think that builders still need pro account with this, but you get rid of active directory this way.
