Selective user to export data

Hi. Can I selectively choose which user can export data (both summarize & underlying data)

I saw this option but it applies to all users. 

All the data are confidential so I can't let all users export them. But I have certain users that can export it. Is there any way I can do this?

I also remove building dataset for the users but nothing happened.
