Is there a way to schedule full data refresh once a day (refresh of all tables) and partial data refresh (only one or a few tables) a number of times during the day?

not on a regular bases, you would need to use either XMLA endpoints controls (primium capacity ) or using power shell https://docs.microsoft.com/en-us/power-bi/connect-data/incremental-refresh-xmla
