This product allows full commentary input into the front end of Power BI just like you would in Excel, and respects all RLS.

Based on my test, RLS has no effect on the report comments.

Yes, currently the comments can be seen by users who can read the report. If you think the comment feature could be improved, I would suggest you to submit your idea here.

Hi everybody. I'm sure everyone knows this, but thanks to a recent release, you could technically turn off the header icons to a visual now, which would also remove their ability to comment.
It would also take away other features, however.
