Report access issues

Hi all,

Quick question regarding cross-workspace setup in Power BI.

I moved a report/dashboard and data model to a different workspace. Previously everything was in one workspace and users had no issues.

Now the same users are getting errors (e.g. “Buy now” / license prompt).

Could this be related to workspace settings? I have the same Admin role in both workspaces, so I’m trying to understand what might be different.

What should I check first? Dataset permissions (e.g. Build access), workspace settings, or something else?image.png

I don’t think this is a workspace or Fabric capacity issue. Since both workspaces are already on Fabric capacity, moving the report shouldn’t suddenly need users to have a Pro license. The fact that one report works while another doesn’t in the same workspace points away from workspace settings entirely.

 

In Power BI, access is checked across the full chain: report and its underlying dataset. Two reports in the same workspace can behave differently if they use different datasets, if the dataset lives in another workspace or if dataset permissions aren’t the same. Workspace roles alone don’t always cover these scenarios.

 

Check which dataset each report is using, where that dataset lives and whether users have access to it (Read and Build if required). A missing dataset permission can surface as a “Buy now” prompt, even though no additional license is actually needed.

I’m still not convinced this is purely a licensing issue.

I have two workspaces (A and B), both set to Fabric capacity, with the same group of users. These users were able to access the report in Workspace A, but are now unable to access a report in Workspace B.

Additionally, a colleague with identical permissions was able to successfully share one report from Workspace B, but encountered issues when sharing another report from the same workspace.

From what I can see, permissions (workspace roles and access to reports) are configured identically in both cases.

Hi @ALZK 

It's licensing issue rather than permissions problem. If the new workspace is not on Premium or Fabric capacity end users need a Power BI Pro license which is why they see the Buy now prompt. Also check that users have proper access via the App and any required dataset permissions like Build. 

Moving content between workspaces can change license requirements, so please verify workspace capacity and user licenses.

Hello @ALZK,

This looks like a licensing thing rather than workspace roles.
After moving it, the new workspace may no longer be in Premium capacity.
If that’s the case, users will need a Pro license, which explains why they’re seeing the “Buy now” prompt.
Check: Workspace → Settings → Premium.
If you’re using cross-workspace scenarios, also confirm users have access to both the report and the semantic model (dataset).

Hi @ALZK,

 

check in both workspaces in the "workspace settings" -> "workspace type" what are the configurations there.

I assume the "old" workspace had a capacity of F64 or higher and the new one below. As per MSFT definition, below F64 a report creator or consumer need to have a Power BI Pro or higher licence. With F64 or above this is not needed anymore.
