Report access issues

Thank you for your responses and input. It appears that the issue was related to the workspace configuration - specifically, it is a development environment that restricts access to users with a Pro license only.

I don’t think this is a workspace or Fabric capacity issue. Since both workspaces are already on Fabric capacity, moving the report shouldn’t suddenly need users to have a Pro license. The fact that one report works while another doesn’t in the same workspace points away from workspace settings entirely.
In Power BI, access is checked across the full chain: report and its underlying dataset. Two reports in the same workspace can behave differently if they use different datasets, if the dataset lives in another workspace or if dataset permissions aren’t the same. Workspace roles alone don’t always cover these scenarios.
Check which dataset each report is using, where that dataset lives and whether users have access to it (Read and Build if required). A missing dataset permission can surface as a “Buy now” prompt, even though no additional license is actually needed.
