Relative Date not working?

I've recently had a report stop showing data. Everything in the report is now blank.

I've discovered if I set the date filter on the data to 'Basic Filtering' and to Today, the numbers are accurate. If I change the filter to Relative Date, in the past 1 day, including today the result is simply (Blank). 

Has something changed here?

Relative Date is based on UTC. That can lead to confusing results.
