Refresh Data in Workspace Only & Not in App

Hello,  

I want refresh a dataset for a report within a workspace for a small audience to review, however when I refresh the data, the published app also has the data refreshed. This is a problem because the app has a much larger audience. 

I know that any visual adjustments in the workspace are not captured in the app without a forced update to the app, and I would like this same concept to work with data adjustments as well.

I've never set up a deployment pipeline before. How does this work in relation to a testing workspace vs production app?
