Publishing usage metrics report/ making usage metric report available in self-serve style to HR?

So we have a published app that tracks sick leave for our employees. The app is available to all users in the organization via our "AllUsers" AD group under app permissions but only a handful of Pro users in IT have access to the production workspace that contains the reports for this app. Data sources for the app is managed by HR (IBM Kronos, Oracle PeopleSoft, etc.) so you could say they are the primary stake holders of this app. To that end, I have to run the usage metrics for the reports contained in this app and export them to pdf and excel and send it to one of the managers in HR every month. Is there anyway I can enable the HR manager to do this herself in self-serve style? As an internal policy, we do not give access to anyone in production workspaces except the workspace admins. If we need test users, we only give them access to the test workspace. App permissions are only given to AD groups and not individuals.

workspace based usage reports are 

 

- restricted to the workspace they are in. You cannot combine usage reports from different workspaces

- not guaranteed to refresh on a regular schedule. They can go for weeks without update

- not recoverable.  If you let the refresh lapse you will have to start over. 

- not retroactive.  You cannot ask for last week's usage unless you had it running last week.

 

The only advantage of these usage reports is that they provide page level telemetry.

Do not use workspace usage reports in a production environment. They come with no guarantee whatsoever.  Use the tenant usage logs instead.  From these you can create an app based report specifically for the HR users.
