Problems testing RLS

I created a new workspace yesterday and published an existing report to it.  The report is a copy of a report currently published in another workspace. I added the same users to the same security groups for the report in the new workspace as in the original one.  For some reason, RLS is not working.  No matter what role I test with, the data is not properly filtered (actually RLS appears to be doing nothing).  No changes were made to the report from what was published in the original workspace yet RLS works fine there.  Any ideas regarding what's going on?
