Test access to Power BI premium for a user without a Power BI Pro license.

Steps to confirm - Workspace Access

1. Create a report in a premium workspace
2. Provide viewer access to the workspace for a user without a Power BI Pro License
3. Confirm user can access the workspace and report.

 App Access

1. Can an app on a workspace not on premium
2. Can a report on the workspace connection to a premium hosted data source in a different workspace.
3. Can you access a app for a user without a Power BI Pro License
4. Confirm user can / cannot access the app.

5. Create an app on a workspace on premium
6. Can we create a report on the workspace connection to a premium hosted data source in a different workspace.
7. Can we provide access to the app for a user without a Power BI Pro License

Yes
2. Provide viewer access to the workspace for a user without a Power BI Pro License

Yes
3. Confirm user can access the workspace and report.

Yes,However, it should be noted that only in the Premium capacity of PSKU, you can share with Free license users.

 

 App Access

1. Can an app on a workspace not on premium

Yes, App is a workspace-based feature, whether or not it is  in premium capacity.


2. Can a report on the workspace connection to a premium hosted data source in a different workspace.

If you are in a new workspace, you can share datasets. You can connect to the dataset you are sharing in Power BI Desktop.


3. Can you access a app for a user without a Power BI Pro License.

No,if so,it has to be an app in premium capacity.


4. Confirm user can / cannot access the app.

Yes,the same as Question 3,and you have been given the acess permission.

 

5. Create an app on a workspace on premium.

Yes
6. Can we create a report on the workspace connection to a premium hosted data source in a different workspace.

The same as question 2.


7. Can we provide access to the app for a user without a Power BI Pro License

Same as Question 3.

 

A brief summary of all your questions.

When your workspace or app is assigned Premium Capacity (PSKU), a Power BI free user can view your shared app or reports as long as you give him permissions, and you can also assign him roles in workspace.

But if your workspace or app is in shared capacity, not only does it need to be assigned access to view reports or apps, it must also have at least a Power BI Pro license to share and view them with you.

Power BI Premium is a capacity-based license and Power BI Pro is a user-based license.
