Hello,
I have a PowerBI report linked in another report using a button and have only given a couple of users access to it. However, everyone seems to have access to the report regardless. Is there some kind of configuration I am missing. I have not implement RLS on it.

You should set the link permission of the another report as perople with existing access.
Only add the users which you want have direct access, Viewer as the following screenshot show.

Please provide a more detailed explanation of what you are aiming to achieve. What have you tried and where you are stuck? Is this on shared capacity or Premium? Are you sharing via app or directly the report? Is this in different workspaces?
