Hello sir, My requirement is, after publishing the report on website, user should get the excel file by the clicking on "Export data" button. It's not possible to give the access those many users on Power BI service or we cannot share the pbix file to these many users.

According to your case description, based on your first requirement "user should get the excel file by the clicking on "Export data" button", I think this can be achieved using the Power BI feature "Export the data that was used to create a visualization", the requirement for this feature to be available is that the end user should have access to the dataset and the Power BI admins didn't disable the export of data

two things, please be aware that by using "sir(s)" in your opening, you will exclude a great part of this amazing community, and for this reason, it is possible that you will not get the best answer.
2nd, if you can't provide access to all users (I assume due to licensing limitations) I do not understand what you mean by "user should get the excel file by the clicking on "Export data" button."
How or whom do you expect to hit the button if not all users have access to this button.
You might consider upgrading the workspace to Premium Per User, then you can create a paginated report and finally export the paginated report as an Excel file, then you can share xlsx instead.
