Power Bi Service Refresh Failures

I have a dataset that I can refresh without issues on PBI Desktop but when refreshing on PBI Service it fails every time. I have reset all data source credentials and only receive the error on a PBI dataflow data source. The report uses three different gateways for sources other than dataflows and I have access to each source in the gateway. Any help?

This is the error I receive;

Set the privacy of the data source connection to Public.

The privacy levels don't match between the data sources.  Welcome to "Formula Firewall Hell" (search for it)

Make the levels match, re-publish, refresh in service.
