Power Bi Apps - Paginated Report Access Issue

Hi,

Has anyone experienced a similar issue as shown in the screenshot below?

In short, I created a Power BI App that includes a paginated report. Users with admin and contributor roles can access the report without any issues. However, all users I added to the audience cannot view it.
I’ve double-checked and confirmed that these audience users have been added to the semantic model, but the error still persists.

 

Can anyone help?

Thank you for sharing the screenshot it was helpful in identifying the issue.

In Power BI Apps, paginated reports are handled differently than standard reports. Even if users are included in the app audience, they still need direct permission on the dataset to access paginated reports.

To resolve this:

To grant your users access to the paginated report, open the workspace where both the report and dataset are located. Find the dataset used by the report, click the three dots (…), and choose Manage Permissions. You can then add the necessary users or audience group, making sure to give them either Viewer or Build access.

 

After completing these steps, users should be able to load the report without connection errors.

Hi @V-yubandi-msft, I’ve already done that.
I granted read access to the semantic model for the users, and then added the same Azure group to the audience of the Power BI app, but the users are still getting the same error.

Thank you for confirming the setup and for granting read access to the semantic model, as well as adding the Azure AD group to the Power BI App audience. Since the issue is still occurring and users are experiencing a connection error, it may be related to how paginated reports handle permissions.

 

Please try temporarily assigning Viewer access at the workspace level to a test user who is not part of the group. This will help determine if the issue is related to permission propagation for group members.

 

Let us know the outcome after testing with a direct user.

Thank you for engaging with the Microsoft Fabric Community. Since the paginated report works fine for admins and contributors but not for audience users in the Power BI App, here are a few things worth checking

 

1. Users need Build permission on the dataset for paginated reports to work. Please check the workspace Manage Permissions to confirm access.

2. If Row Level Security is enabled, verify that users are assigned to the right roles otherwise, they might be restricted from certain data or fields.

3. Try removing filters or complex expressions from the report and see if it loads for those users, which can help identify if the issue is with the report logic or data access.

To me, it doesn't make sense to grant build access to people I don't want to have build access. I’ve had an access issue before, and in that case, the solution was to give read permission to the semantic model. I’m sharing that message below (it's a different issue from this one).

Hi @V-yubandi-msft, unfortunately giving read access doesn’t work. I have an Azure group, and I’ve already added that group both to the semantic model and to the corresponding audience of my Power BI app.

Hi @V-yubandi-msft, I asked the end user to test again (without making any changes) and it's now working fine.
