Power Bi Apps - Paginated Report Access Issue

Thank you for sharing the screenshot it was helpful in identifying the issue.
In Power BI Apps, paginated reports are handled differently than standard reports. Even if users are included in the app audience, they still need direct permission on the dataset to access paginated reports.
To resolve this:
To grant your users access to the paginated report, open the workspace where both the report and dataset are located. Find the dataset used by the report, click the three dots (…), and choose Manage Permissions. You can then add the necessary users or audience group, making sure to give them either Viewer or Build access.
After completing these steps, users should be able to load the report without connection errors.

Hi V-yubandi-msft, I’ve already done that.
I granted read access to the semantic model for the users, and then added the same Azure group to the audience of the Power BI app, but the users are still getting the same error.

Thank you for confirming the setup and for granting read access to the semantic model, as well as adding the Azure AD group to the Power BI App audience. Since the issue is still occurring and users are experiencing a connection error, it may be related to how paginated reports handle permissions.
Please try temporarily assigning Viewer access at the workspace level to a test user who is not part of the group. This will help determine if the issue is related to permission propagation for group members.
Let us know the outcome after testing with a direct user.
