We have matrix inside PBI report running within organization that users tend do export to Excel.
We have specific group of people for which when exporting data all formatting is being lost, while for most (myself included) export work as expected seeing all numbers as they are in Service etc.
It also applies to row/column headers as well since all default borders are missing as well

After my tests, you can choose to export your data as a .csv file, which will keep all your data formats

This setting should be enabled for the set of users you are trying to export, in my case it is enabled for all the users by the admin setting.

That's not the issue. All users are able to perform Export to Excel itself.
The issue is that for some after exporting specific formating (ex. % measures displayed as % not as decimals) is missing, while for some it's working as intended and as displayed inside Power BI Service despite using exactly same export methods.
