Is there a refresh limit when using API call to dataset refresh when using pro license, if so how to overcome this refresh limit?

Maximum is 8 times pr 24 hours.
If you need more you need a Premium License.
Or you can tweak your dataset to run Direct Query or use a SSAS Tabular model which refreshes more often.
What timezone is this 24 hours window ? Is it rolling from the first API refresh call? Since there is no Semantic model refresh schedule, there is is no timezone specified in semantic model. For Scheduled refresh, I know we have the option to select timezone and that same timezone is used for resetting the refresh quota. Any thoughts?
I have already checked this post but it has no mention of when the API refresh quota is reset.

It is the trailing 24 hours. So if you spend all 8 refreshes in one minute at 08.00 AM to 08.01 AM, then you need to wait until 08.00 AM the next day before you begin to get your refreshes back.
So it doesn't refresh at a certain time but you get refresh quotas back as 24 hours pass since you used it.
