I found a similar error while refreshing the database from the power BI desktop and I have band aided the issue by unticking 'Enable parallel loading of tables' in Options --> Current File, Data Load, however it returns a similar error while refreshing from power BI service. Please check the image below for the reference.

This type of error message usually occurs with a shared Access database.
Check to see if someone has some object in the database open in design mode, which will prevent others from accessing it.
