Hi,

1. there is a role previously called power bi administrator, now it is Fabric administrator.

see this document.

2. depends on context.

see Share Power BI reports and dashboards with coworkers and others - Power BI | Microsoft Learn

3. Use workspace access management

Hi, @pplim

Here are some advices for you.

a. User access control can be achieved with both Power BI Service (cloud-based) and Power BI Server (on-premise).

b. Licensing:

  • Power BI Service: Admins need Power BI Pro or Premium Per User (PPU). Viewers need at least a Power BI Free license, or a Pro license if content is shared via an app.
  • Power BI Server: Licensing is typically covered with SQL Server Enterprise Edition with Software Assurance.

c. Control viewing of records via Row-Level Security (RLS) at the data level. You define user roles and access rules within Power BI, which are applied when viewing data on Power BI Service or Server.
