Power BI Pro Developer License (Visual Studio MSDN)

Currently I have three Power BI Pro Developer (MSDN) licenses. I have three users that I want to assign these licenses to. However when trying to assign, it is combining the three licenses and showing we only have 1 available to assign. How do I resolve this?

Is it not that the licenses have been assigned to Power BI Pro as in your first screenshot?
